Es geht nur um Funktionen und nicht deren technische Umsetzung.Der Begriff stammt aus der ISO 26262:2011 (1.52) und beschreibt die Zusammenstellung der funktionalen Sicherheitsanforderungen an ein System. Diese Dokument wird typischerweise vom OEM (Fahrzeughersteller) erstellt. Es enthält Positionen, was ein OEM gerne in einem Steuergerät realisiert haben möchte. Die genauere Ausarbeitung (das "Wie") erfolgt dann beim Lieferanten im TSC.Das FSC enthält solche Definitionen wie ASIL-Zuordnung der Funktionen, Fehlerreaktionszeiten und Safe State.
